The Saugus Union School District’s Governing Board members will hear proposals for candidates for the district’s new Superintendent from three executive search firms at the board’s next meeting on Tuesday, January 16.

A closed session will start at 6 p.m. and the open session will follow at 7 p.m.

Among the meeting agenda items are presentations of Superintendent search information by Leadership Associates, McPherson & Jacobson and The Cosca Group.

After 48 years as an educator, with 37 of them spent in the SUSD, Superintendent Joan Lucid, Ed.D. will retire on June 29.

Unless a Trustee has a question concerning a particular item and asks that it be withdrawn from the Consent Calendar, the Governing Board approves the items at one time.
Ivey Engineering Inc. will provide consulting services to investigate the heating, ventilation and air conditioning system at Bridgeport Elementary School.  Cost not to exceed $7,000, paid by Fund 14.0, Deferred Maintenance.  If additional testing is needed, an amendment will be provided.

CEQA, or the California Environmental Quality Act, is a statute that requires state and local agencies to identify the significant environmental impacts of their actions and to avoid or mitigate those impacts, if feasible.

A public agency must comply with CEQA when it undertakes an activity defined by CEQA as a “project.” A project is an activity undertaken by a public agency or a private activity which must receive some discretionary approval (meaning that the agency has the authority to deny the requested permit or approval) from a government agency which may cause either a direct physical change in the environment or a reasonably foreseeable indirect change in the environment.

Placeworks, Inc will follow the environmental review process and develop the required documents for the site for the new modular science classroom at Emblem Academy.

The CEQA work is scheduled to begin January 17, 2018 and shall be completed by February 28, 2019.  Construction is to commence October 1, 2018.

A proposal from the Placeworks, Inc. was received, and negotiated by staff.

Every seven years the California Commission on Teacher Credentialing visits school districts for Induction Program re-accreditation. CCTC is expected to do a site visit April 22-25, 2018.

Not to exceed $3,714.28 for hotel accommodations and meals. Total amount will be reimbursed at state rate.

Special Education:

Contract valid from January 16, 2018 through June 30, 2018.  Contractor to provide certificated special education specialists to fulfill District staffing needs for a Speech and Language Therapist during the 2017-2018 school year.  Master contract not to exceed $45,000.

INVO 17-18-322

Fruchtman & Associates evaluated the HVAC system serving the rooms having humidity problems, and evaluated whether the HVAC system may be playing a role in the humidity issues.  Total cost not to exceed $8,000, to be paid by Deferred Maintenance.

Amendment # 1 – due to additional services needed. The total cost not to exceed increased in the amount of $4,474.75 bringing the total amount of this contract to $12,474.75.

Fruchtman & Associates Amendment # 1 16-17-261 
Saugus Union School District coordinates placement of student teachers for several universities.  As a part of this process, formal agreements are entered into between the university and the district. The agreement terms vary from university to university. Brandman University has submitted their agreement effective January 2, 2018 through January 1, 2019.

Contract is valid July 1, 2017 through June 30, 2018.  Contractor will provide physical therapy services for students with exceptional needs per Individualized Education Program (IEP).  Future Individual Services Agreements (ISAs) will be submitted to the Board of Trustees for ratification following student placement by IEP team.  Master contract not to exceed $65,000.

Therapy In Action 17-18-233
School Wide Information System (SWIS) is a web-based program used in conjunction with Positive Behavior Intervention and Supports (PBIS) to monitor and track data related to student discipline. The program is created and managed by the University of Oregon. Data is shared with the University (without identifiers such as student names) for longitudinal research and national norms. The SWIS system allows school site teams to make data-based decisions regarding interventions and supports based on the data. The SWIS data is specific to each school site, and the annual fee is prorated depending on when the school site begins using the program after training.

Amendment is to add the additional six school – license agreements attached.  Total cost of contract not to exceed $350.00 per school with the fifteen schools participating.

Contract is valid July 1, 2017 through June 30, 2018.  Contractor will provide special education and/or related services to students with exceptional needs per Individualized Education Program (IEP). Individual Service Agreements (ISAs) added as per student’s IEP.  Master contract increased $30,000 to provide for new ISA.  Master Contract not to exceed $230,000.

Contract is valid September 20, 2017 through June 30, 2018.  Contractor will provide speech and language therapy for students with exceptional needs per Individualized Education Program (IEP). Future ISAs will be submitted to the Board of Trustees for ratification following student placement by IEP team.  Master contract increased $1,400.  Master contract not to exceed $3,000.

Innovative Speech 17-18-264-A
The District entered into School Facilities Funding and Mitigation Agreements with various developers.  These agreements defined the amount of the mitigation payments and the method of calculation applicable to new residential developments at the time the agreements were executed.  The annual adjustment calculation is based on variations in student generation factors, land value of school, and cost of construction, furnishing and equipment.  The agreements further require that these mitigation payments be adjusted annually.  The District has contracted with the Cooperative Strategies to perform the Fair Share School Impact Mitigation Payment Adjustment Analysis for calendar year 2018.

The Open and Closed Enrollment/Transfers are determined annually based on site capacity with a Transfer Window of February 1-28, 2018.  Transitional Kindergarten/Kindergarten Registration occurs February 26-March 2, 2018. Additional Transitional Kindergartens will be added as enrollment increases and are based on where enrollment occurs. Staffing will be determined based on Kindergarten Round-up and actual new housing/cohort growth.

On November 7, 2017, the Board concluded its second review of revisions to Board Policy (BP) and Administrative Regulation (AR) 1250, Community Relations – Visitors/Outsiders.  Tonight, the policy is presented for a Third Reading and Adoption.

Rationale:

Student with Individual Education Plans (IEPs) may regress significantly when they are out of school for an extended period of time.  IEP teams determine whether or not ESY services are required for student to receive educational benefit as part of a Free and Appropriate Public Education (FAPE).

A calendar committee composed of representatives from STA, CSEA, and District Administration collaboratively created a calendar for the 2018-19 school year, in turn, shared with interested stakeholders whose input was reviewed and considered. The resulting draft was presented to STA membership and an election held, resulting in this calendar being presented to the Board.

There is a recognized shortage of Speech Language Pathologists in the State of California. It is recommended that Montana Ford apply for the Speech Language Pathologist waiver. The waiver would allow Ms. Ford to fill the vacant SLP position.

As a result of the Williams Settlement, school districts must submit a quarterly summary of complaints filed under the Williams Uniform Complaint procedures, reported by number, nature and whether the complaint was resolved or not to the governing board and to the county superintendent.

There were no Williams Uniform Complaints filed during the second quarter of the 2017/18 school year.

The Saugus Union School District Governing Board recognizes that the current Teachers on Special Assignment (TOSAs) have specific expertise in their subject matter areas.

On December 5, 2017, the Rye Canyon Loop Fire started by West Creek Academy.  Air quality was horrible from all the smoke and power went out at the school.  School was closed at 11:15 a.m. (partial day closure).
ADA of 1,004 students for one day.  Approximate loss of ADA could be $44,165.96.

The DLR Group has prepared design and specifications for site work for the new West Creek Two Story Classroom Building Project.

This change order is a back charge to Silver Creek Industries, the building fabricator for the reasons explained individually in each COP, and as follows;

CE # COP 15 – Curbs at steel columns

SCI, building fabricator changed detail for the column cladding to set on a concrete curb at finish floor instead of the original DSA approved detail for the cladding to set on top of the foundation.

Cost for the work will be a back charge to SCI contract.

CE # COP 16 – Lightweight concrete

Building fabricator failed to perform the work on time, District to perform such scope on their behalf.

Cost for the work will be a back charge to SCI contract.

CE # COP 17 – PIV tamper switch

Approved plans did not show the need of such switch, however during installation of the FA System an RFI was issued regarding the need for such switch, and the engineer agreed that it is needed and was omitted from original drawing by mistake.

Cost for the work will be a back charge to the Architect’s contract.

An increase of 26,700.70 to the current contract of $1,656,850.70 to bring the total of this contract to $ 1,683,551.40 . To be paid by West Creek/West Hills 2006-1 CFD.

Verde Design will provide landscape renovation projects consulting services in connection with the District’s Master Facility Plan. The first specific site they will visit and review is Santa Clarita Elementary. Cost not to exceed $3,700, paid by Fund 21.1 Measure EE.  If there are any changes, an amendment will be provided.

PSOMAS will be surveying the entire site, as well as, have the utilities located on site.  The survey will establish the boundaries of the school site and any encumbering easements.  They will perform a ground based field survey for the significant features on the site, such as; parking areas, buildings, fields, fences, walls, etc. The surveying is scheduled to begin January 17, 2018 and shall be completed by the end of March 15, 2018.

A proposal from the Engineers was received, and negotiated by staff.

The equipment listed on the attached Surplus Property Forms, received from the District Office, is identified as obsolete, damaged, and/or excess/usable (no longer needed). When the Board, upon recommendation of the Superintendent or designee, declares any District-owned personal property as surplus, and by unanimous vote of Board members in attendance agree that the property, whether one or more items, does not exceed $2,500 in value, that the property may be sold without advertising for bids, may be donated to a charitable organization deemed appropriate by the Board or may be disposed of in the local public dump per Education Code 17546.

Staff recommends all obsolete, damaged, and excess/usable property that is no longer needed for District purposes be listed on the govdeals.com website for a maximum of two-ten day periods. If the item(s) does not sell, then the items(s) will be disposed of in a land fill.
